Add SupportingData support

Description

Add SupportingData (SD) support to OpenCDS.

Support for SupportingData will be through the Plugin framework. SD may be preprocessed and loaded into the Fact Lists or globals (for rules processing) by Plugins that will handle the SD format.

The configuration has been implemented, but the intersection of the SD and the plugins still needs to be finished.

Things to consider:

  • SD should be persistent across KM calls. The ability to cache from the Plugin is desired.
